We build Pathways
to the outdoors.

What We Do

We strengthen the statewide systems that make outdoor access possible.

As a backbone 501(c)(3), we sustain collaborations that strengthen policy, funding, and organizational sustainability for outdoor providers. Our key program areas are: validated statewide systems research, coalitions and policy building, and direct program support.

Who We Serve

We connect communities, outdoor providers, and decision-makers.

Under-resourced communities that face barriers to outdoor access, and need systems that better serve their needs and priorities.

Outdoor education and recreation providers who do critical work, and need stronger coordination and shared resources to deepen their impact.

Policymakers and funders who need reliable data, a better understanding of the landscape, and coordinated partners to guide effective investment and policy decisions.

Coalition & Policy Building

Outdoor access is shaped not by any single program or organization, but by a broader ecosystem of public agencies, funders, and partners working toward shared goals.

We turn community engagement, research, and data into cohesive strategy and coordination. Our iterative approach is designed for replication anywhere public outdoor investments are being shaped.

Rising Routes strengthens the outdoor access ecosystem by working alongside leading organizations to:

  • Track policy and funding cycles
  • Prepare leaders in advance
  • Coordinate sustained participation across planning processes

strengthening community-rooted organizations

Program Support & Development

Our technical assistance is focused on three core areas:

  • Leadership & Organizational Strength: Leadership development, operational process improvements, and long-term planning support.
  • Financial Sustainability: Grant prospecting, proposal development, revenue strategy, and meaningful partner coordination to increase access to shared resources.
  • Workforce Development: Staff pathway design, certification guidance, and retention strategies that support long-term growth.
We are working to combine one-on-one coaching, structured workshops, practical tools, and field-based training support into a cohesive Learning Center to support organizations in retaining staff, securing funding, and sustaining impact.
